The International Chamber of Commerce launched the International Open Markets Index, ranking countries by order of openness to international trade and investment. The project to develop the index was funded by the ICC Research Foundation. The index was developed by economist Dr Michael Finger, in consultation with ICC and experts from various multilateral organizations.
